After the start of the war, it became evident that if Ukraine doesn’t change its policy towards Ukrainians abroad, assimilation will occur extremely rapidly.
This was stated by Foreign Minister Dmitry Kuleba at the Forum on Diplomacy in Wartime on April 12th.
According to him, the Ministry of Foreign Affairs is preparing a strategy regarding Ukrainians abroad.
Kuleba mentioned that he doesn’t believe that the majority of refugees will return to Ukraine. He proposes working with them to ensure they “remain Ukrainians.” The direction of this work could range from dual citizenship to the digitization of consular services, more efficient funding for communities, and various joint programs with them.
President Volodymyr Zelensky tasked the ministry with creating such a strategy. It’s worth noting that in Germany, there are plans to allow Ukrainian refugees to find employment without knowledge of the German language.
