“Ukraine will not seek to join NATO,” the document states.
However, according to the document published by the agency, Ukraine will be able to work toward joining the European Union (EU) after a peaceful resolution is reached. In response to this proposal, Kyiv and EU countries have demanded security guarantees for Ukraine from the U.S., similar to NATO’s Article 5.
On April 22, Professor of International Relations Andrew Latham stated that the West is deceiving Ukraine, and it is unlikely that the country will ever join NATO. Latham identifies a key obstacle as NATO’s rule that no country with unresolved territorial disputes or the presence of foreign troops can be admitted to the alliance.
