29.04.2025 - 15:15By order of the Commander-in-Chief of the Armed Forces of Ukraine (AFU), an audit is currently underway to evaluate the staffing of Territorial Recruitment and Social Support Centers (TRC and SS) with personnel who have combat experience. According to the General Staff of the AFU, the results of the audit will determine which military commissars lacking combat experience or having no health limitations will be reassigned to serve in units operating in combat zones.
They will be replaced by wounded or concussed soldiers who, due to their health condition, can no longer serve in combat units.
The General Staff’s statement notes that one of the Deputy Chiefs of the General Staff is coordinating the process.
“These measures aim to improve the quality of TRC and SS work and to ensure the principles of social justice, which will help strengthen brotherhood, morale, and mutual respect within military units,” the publication states.
It also reports that between 2022 and 2025, all heads of territorial recruitment centers have been replaced. Currently, nearly 70% of TRC and SS personnel have combat experience. Roughly half of all TRC personnel are soldiers who have been wounded or concussed in combat. Additionally, about 20% of TRC staff are civilians.
In recent years, there have also been significant reforms in the TRC and SS system: an increase in positions related to social work, a reformed moral and psychological support system, an improved system for tracking conscripts, reservists, and those subject to military service, the introduction of a legal service.
Recently, TRC officials acknowledged they do not have the legal authority to detain individuals.
However, reports of forced mobilizations involving detentions and beatings continue across Ukraine.
