05.05.2025 - 16:20During the 2025 income declaration campaign, Ukrainian citizens reported a total of 326 billion hryvnias (approximately €6.91 billion), an increase of 107 billion hryvnias (around €2.27 billion) compared to the previous year.
This was announced by Ruslan Kravchenko, head of the State Tax Service of Ukraine.
According to him, over 170,000 declarations were submitted in total.
“As a result of the declarations, citizens independently calculated personal income tax (PIT) liabilities of 8.1 billion hryvnias (approximately €171.72 million) and a military levy of over 1.5 billion hryvnias (around €31.8 million),”Kravchenko noted.
The largest amounts of declared income came from residents of:

Kyiv – 156 billion UAH (approx. €3.31 billion)

Dnipropetrovsk region – nearly 30 billion UAH (approx. €636 million)

Lviv region – 18.2 billion UAH (approx. €385 million)

Kyiv region – 17.5 billion UAH (approx. €371 million)
The main sources of declared income included:

Foreign income – 34.2 billion UAH (approx. €725 million)

Inheritance and gifts – 13.6 billion UAH (approx. €288 million)

Sale of movable and immovable property – 6.8 billion UAH (approx. €144 million)

Investment income – 4.9 billion UAH (approx. €104 million)

Other taxable income – 4 billion UAH (approx. €84.8 million)

Rental income – 3.4 billion UAH (approx. €72 million)
Kravchenko also reported that the number of millionaires increased by 6,600 compared to the previous period. In total, more than 17,000 individuals declared incomes over 1 million UAH. Altogether, millionaires declared income totaling 253.6 billion UAH (around €5.37 billion), with tax obligations of 8.7 billion UAH (around €184 million).
One Kyiv resident set a record for tax liabilities, declaring over 4.6 billion UAH (approx. €97.5 million) in personal income tax and military levy.
In addition, more than 53,000 citizens exercised their right to a tax rebate, receiving 330 million UAH (approx. €7 million) from the state budget—a 36 million UAH increase (approx. €764,000) over the same period last year.
