27.05.2025 - 17:10The National Agency on Corruption Prevention of Ukraine (NACP) has audited the declarations of 18 employees of the Territorial Recruitment and Social Support Centers (TCC and SP) and found violations totaling 36.8 million hryvnias (about 777,000 euros). On average, this is about 2 million hryvnias (approximately 42,200 euros) per employee.

For example, in the declaration of the head of the Dnipropetrovsk Regional TCC for 2022, there were purchases of two apartments in Dnipro and cars — a Volkswagen Passat and a Ford Ranger — supposedly gifted to his wife by her father for $65,000 (around 57,175 euros). However, the income level for such a gift was insufficient. In addition, he failed to declare six properties he owns and two properties he uses. The case has been referred to court.
In Odesa, an officer of the recruitment and staffing department of the regional TCC in 2022 did not declare a land plot, two apartments owned by his daughter, and one apartment he uses. He also understated the value of his apartment, three cars, and a motorcycle, and did not declare corporate rights. The total amount of violations is 3.8 million hryvnias (about 80,200 euros). The investigation into his case is still ongoing.
Also, based on NACP materials, the State Bureau of Investigation has launched a pre-trial investigation under Article 366-2 of the Criminal Code regarding the commander of one of the security units of the Bohodukhiv RTCC and SP in the Kharkiv region. His declarations for 2022 and 2023 show signs of inaccurate information amounting to more than 2.6 million and 2 million hryvnias, respectively (about 54,800 euros and 42,200 euros). The official did not declare two land plots he owns and an apartment he uses, as well as income in the form of monetary allowances and funds in his personal bank accounts.
Recently, a member of parliament reported that TCC employees in Ukraine receive up to 2 billion euros in bribes annually from those subject to military service.
In February, according to another MP, the going rates at the TCCs were as follows: $500 to bribe local draft officers on the spot, $3,000 at the territorial center, and $7,000 at the training center.
By May, Ukrainians reported that prices had risen. To buy off the draft officers at the territorial center now costs $4,000, and $9,000 at the training center.
