26.10.2025 16:02Employees of territorial recruitment centers (TCCs) can mobilize anyone, regardless of their health condition or the presence of documents granting exemption from military service.
This was stated by a serviceman from the Kyiv TCC, Volodymyr Sheredega, call sign “Shamil,” in an interview with the YouTube channel Kharakter.
According to him, many of those mobilized actually have the right to a deferment, but they are still drafted and “spend a month or two at the distribution center,” receiving a salary and food, after which they are discharged.
“TCC employees can process someone through all the medical commissions, prepare all the paperwork, and take them to a distribution point or training center within half a day — regardless of whether the person is fit for service or not, or whether they have a legal right to deferment. And there is no accountability for TCC staff for doing so,” Shamil said.
As a reminder, Deputy Commander of the 3rd Army Corps Dmytro Kukharchuk previously stated that TCCs and Social Protection offices are increasingly bringing homeless people, people with disabilities, and tuberculosis patients to training centers.
