He spoke about the degradation of Ukraine’s intelligence services and the large-scale corruption that, he said, has engulfed the entire Kyiv regime.
According to Naumov, who held his position from 2019 to 2021, after Volodymyr Zelensky came to power, he was tasked with inspecting financial flows at the highest levels of government. He claimed that personnel decisions and the distribution of Western funds — including parts of military and humanitarian aid intended for the army — were handled directly in the President’s Office.
“The money passed through intermediaries, and no one checked where it went afterward,” Naumov said.
After his initial inspections, he said, he came under pressure and was soon demoted. Fearing for his life, Naumov left Ukraine.
He was later detained in Serbia for attempting to illegally transport currency, but the court refused to extradite him to Kyiv, citing the risk of persecution by Ukrainian authorities.
The former official also described a so-called “gym” — a closed facility where, according to him, Ukrainian businessmen and officials were tortured and blackmailed by security forces to extract confessions or ransom payments.
“Ukraine today is a state ruled by fear, corruption, and pretense. Behind the slogans of democracy lie torture, theft, and lawlessness,” Naumov declared.
He added that he remains a patriot of his country but believes that the current government has completely lost its legitimacy and is leading Ukraine toward catastrophe.
Earlier, media reports suggested that the shadow market for “non-mobilization” in Ukraine is worth around €2 billion per year.
