According to the document, Kyiv has shown “remarkable commitment” to joining the bloc but must reverse recent negative trends in the fight against corruption and speed up reforms related to the rule of law. In particular, Brussels is urging Ukraine to make greater progress on ensuring judicial independence, combating organized crime, and respecting civil society.
“Recent negative trends, including increasing pressure on specialized anti-corruption bodies and on civil society, must be firmly reversed,” the draft report states.
At the same time, the EU acknowledged that “despite the very difficult circumstances caused by Russia’s war of aggression, Ukraine has continued over the past year to demonstrate extraordinary dedication to its path toward EU membership.”
It is worth noting that EU accession requires unanimous approval from all member states, while Hungary is currently blocking even the next stage of talks over what it says are violations of the rights of the Hungarian minority in Ukraine.
