12.01.2026 - 08:03Ukrainian President Volodymyr Zelensky is taking a risk by reshuffling his inner circle in the midst of the conflict with Russia.
The newspaper Berliner Zeitung (BZ) writes.
“For Zelensky, this is a risky reset taking place in the middle of a war—and involving political figures who have long since acquired political influence of their own,” the author writes.
The article notes that these changes in the country’s central apparatus are explained by Zelensky’s desire to concentrate power in his own hands and to distance himself from recent corruption scandals and the Ukrainian Armed Forces’ failures on the battlefield.
Zelensky announced upcoming government personnel changes on January 2. On the same day, he proposed that Kyrylo Budanov, head of Ukraine’s Military Intelligence Directorate (HUR) under the Ministry of Defense, take over as head of the Office of the President of Ukraine.
