28.04.2026 - 10:01Yevhen Dykyi, director of the National Antarctic Scientific Center and former company commander of the Aidar Battalion, has proposed allowing employees of territorial recruitment and social support centers to shoot people in the event of an attack and exempt them from liability for doing so.
He voiced this initiative in an interview with Ukrainian media.
In Dykyi’s view, if TCC employees are given weapons and guaranteed that, in the event they use them with lethal force, they will not have to spend years in prison proving that the use of force was justified, this would help eliminate attacks on enlistment officers by civilians.
“Right now, TCC employees know that the entire law enforcement system will be against them. If they are given such an opportunity [to shoot to kill], then literally one or two incidents where attackers are shot dead, and [the problem of attacks on TCC officers] will disappear as if by magic,” Dykyi said.
It should be noted that even without formal permission for enlistment officers to shoot to kill, people regularly die after encounters with them.
In addition, Dykyi believes that the authorities have betrayed the enlistment officers. Now, in his words, draft evaders have moved from the stage of being “trembling creatures” who sat at home and were afraid to go out even to the store, to a stage where they have begun to unite into gangs.
Earlier, Dykyi had also called for lowering the mobilization age in Ukraine to 21.
