04.05.2026 17:04Mass raids were carried out across Ukraine targeting employees of territorial recruitment centers (TCCs) in connection with false income declarations.
This was reported by the press service of the National Police of Ukraine on its website.
Investigators are documenting the activities of both current and former TCC and SP employees who may have used their official positions to obtain illegal profits. This concerns heads of departments, groups, and territorial centers, as well as other officials.
Among the violations uncovered, police named illicit enrichment and false asset declarations amounting to nearly 92 million hryvnias. In particular, according to the investigation, the head of a district TCC in Odesa significantly improved his financial situation during his service and acquired assets worth more than 45 million hryvnias (€872,000). One assistant to the head of a combined TCC and SP center was found to have a discrepancy of about 10 million hryvnias (€194,000) between declared and actual assets, while a former officer of the recruiting department of another center had a discrepancy of 6.6 million hryvnias (€128,000).

As part of the criminal proceedings, officers of the National Police’s Strategic Investigations Department, together with investigative units, the State Bureau of Investigation, and the prosecutor’s office, carried out 44 searches in 16 regions of the country — at the homes of the individuals involved, in office premises, and in vehicles.
During the investigative actions, officers seized Tesla cars of various models, motorcycles, cash, and documents, including an agreement for receiving non-repayable financial assistance in the amount of one million hryvnias. According to investigators, these documents may have been used to legalize illegally obtained funds.
In addition, over the past few days more than 150 administrative reports related to corruption have been drawn up, including for violations of restrictions on combining activities, financial control requirements, and conflict-of-interest prevention.
The pretrial investigation is ongoing, and law enforcement officers are gathering additional evidence in order to issue notices of suspicion to the individuals involved.
Earlier, the Security Service of Ukraine and the National Police detained three participants in a scheme in Bila Tserkva who were making money from draft evaders.
As media reported, after the high-profile detention in Odesa of a group of enlistment officers caught red-handed while extorting a $30,000 bribe, as well as a number of other prominent arrests of territorial recruitment center employees, the prices for buying one’s way out of mobilization began to rise.
