05.05.2026 - 09:52Serhiy Nahorniak, a member of parliament from the Servant of the People faction, has proposed canceling almost all disability certificates.
He put forward this idea during an interview with Ukrainian media.
The lawmaker argued his position by saying that “98% of these certificates were bought.”
“We need to completely cancel all disability certificates without exception. The only exception should be made for people who have been fighting since 2014 and received wounds and disability. Because it is no secret to anyone that 98% of these certificates were bought. These disability certificates should be abolished, and the state should offer them economic deferment. To assume that after their certificates are revoked they will go to the Armed Forces of Ukraine… I believe they will not. They will simply buy a new certificate. Therefore, the best option is to offer them the possibility of economic deferment,” Nahorniak said.
He believes that the money raised in this way could be spent on payments to volunteers through the recruitment system.
As a reminder, this lawmaker has recently often disclosed details of the planned mobilization reform. In particular, he has spoken about a possible tightening of deferment conditions.
Meanwhile, military personnel are reporting the mass mobilization of men who are completely unfit for service, many of whom have extremely serious health problems that make it difficult to survive even in the rear, let alone on the front line.
