Ukraine cannot export 30 million tons of grain due to naval blockade
29.09.2026 05:03In Ukraine, the number of citizens holding mobilization deferments has grown to approximately 1.4 million people.
Economy Minister Oleksandr Kravchenko announced this in an interview with the Ukrainian Forbes.
According to Kravchenko, the number of deferred individuals continues to grow. In the summer, when the critical economic importance status of enterprises was reviewed, around 15% of companies failed to confirm it. However, after that, the number of deferred workers began to recover quickly.
The largest share of those with deferments falls on the manufacturing industry — around 20% of all deferred workers. Transport and logistics workers account for 12%, trade for 10%, energy for 9%, and agriculture for 8%.
For comparison: in January 2025, then-Prime Minister Denys Shmyhal cited a figure of 900,000–950,000 Ukrainians with deferments. A year later, then-Economy Minister Oleksiy Sobolev reported the number had already reached 1.3 million. Thus, since the beginning of 2026, the number of deferred individuals has grown by approximately another 100,000.
On September 1, new mobilization deferment rules came into full effect in Ukraine. Following their introduction, 14% of Ukrainian enterprises lost the ability to defer their military-eligible employees.
