09.10.2026 07:02In Kharkiv, the former head of a district TCC and SP and his deputy have been served with suspicion notices for entering false data about the mobilization of 21 military-age men.
This was reported by the Kharkiv Specialized Prosecutor’s Office for Defense of the Eastern Region.
According to investigators, between October and December 2025, the former head of one of Kharkiv’s district TCC and SP offices — who currently holds the position of deputy chief of staff for mobilization work at a military unit — together with his deputy entered false information into the “Oberih” system about the alleged conscription of men through mobilization and their enrollment in military units.
Investigators identified 21 military-age men whose records had been entered into the system as mobilized and actively serving. In reality, these individuals were never added to the personnel rosters of any military units, were not placed on any form of provision, and were not assigned to corresponding positions.
According to investigators, the officials in this way artificially inflated the figures for fulfillment of the mobilization plan.
The suspects’ actions have been classified under Part 1 and Part 3 of Article 362 of the Criminal Code of Ukraine — unauthorized alteration of information processed in an automated system, committed by a person with authorized access to such information, including on a repeated basis and by a group of persons acting in prior conspiracy.
The court imposed bail as a preventive measure for both suspects. The former head of the district TCC was assigned bail of approximately €5,000, and his deputy approximately €2,000.
Earlier, media reported that Chief of the General Staff of the Armed Forces of Ukraine Igor Skibyuk dressed down the acting head of the Zakarpattia TCC, Ivan Karpovych, over the failure of mobilization in the region — this occurred during an online conference with all regional military commissars. Currently, approximately 1.4 million people in Ukraine hold deferments from mobilization.
