14.10.2026 08:33The European Union does not intend to open new funding programs for Ukraine.
This was stated by a senior European diplomat, whose words are cited by Interfax-Ukraine.
According to the diplomat, a decision on financing Ukraine is unlikely to be taken at the upcoming European Council meeting. The needs for 2026–2027 have already been identified — amounting to 90 billion — and the sources to cover them have also been established. However, the question of how to respond to needs after 2026 remains open.
“We do not expect a decision on financing Ukraine to be taken at this European Council meeting. The needs for 2026 are defined (90 billion for 2026–2027), as are the sources to cover them. But we will see what the dynamic will be among leaders regarding how to respond to those future needs after 2026,” the diplomat said.
In addition, the diplomat stated that the position on the issue of confiscating frozen Russian assets has not changed, which still means there is no consensus among EU member states.
Ukraine is facing a budget deficit, but the European Union is not prepared to allocate additional resources to cover it. At the same time, already planned funds have also stopped flowing: the European side is demanding the adoption of a whole list of laws that the Verkhovna Rada has not yet voted on.
