16.10.2026 14:02Belgian Prime Minister Bart de Wever said that Ukrainian President Volodymyr Zelensky will likely announce at the European Union summit on October 15–16 that the €90 billion loan is nearly exhausted and request new financing.
Reuters reports this.
De Wever conveyed Zelensky’s expected words in direct speech:
“Thank you for the 90 billion, but that money will soon run out, because war is a very costly affair. So are you, as a European family, still ready, willing, and able to back your words with actions and support Ukraine, as well as preserve Ukrainian society and Ukraine’s defense?”
According to Reuters, the summit is also expected to include discussions on Ukraine’s preparations for winter.
On October 13, Zelensky said that the European Union is set to adopt “new decisions” in support of Ukraine and that they are currently being prepared. European Commission President Ursula von der Leyen also said that the summit would discuss Ukraine’s financing needs for the coming year and ways to provide new international support.
On October 11, von der Leyen announced plans to allocate additional financing to Ukraine. She had previously promised Zelensky that support would continue “for as long as it takes.”
