06.11.2026 20:01US presidential special envoy Jared Kushner has proposed that Europeans use the NATO-Russia Council as a model for future negotiations on security in Europe.
This was reported by The Washington Post columnist David Ignatius, citing a source familiar with the talks.
The NATO-Russia Council was established in 2002 for cooperation and coordination of military-political actions between Russia and NATO countries. Its last meeting was held in January 2022, shortly before the start of the full-scale war in Ukraine.
Now the US president’s son-in-law has proposed taking this council as the basis for a future architecture of European security. This happened at recent talks in Brussels, which Kushner himself also discussed.
At the same time, European politicians told Ignatius that they are ready for dialogue with Russia, but agree to discuss a new security architecture only after a ceasefire agreement between Russia and Ukraine is reached.
The day before, other Western media reported on Europe’s refusal to negotiate with Russia on this issue before a ceasefire.
Moscow insists on a different scheme: first it is necessary to determine the general parameters for ending the war — including security guarantees for Russia from the West — and only then stop the war.
Trump’s plans to conclude peace on Ukraine in the near future were analyzed in more detail in a separate article.
