September 18, 2023A law has been registered in the Verkhovna Rada (Ukraine’s parliament) concerning the creation of an electronic registry of conscripts.
The law is authored by a group of deputies, including leaders of the “Sluga ” and “European Solidarity” factions, such as David Arakhamia, Petro Poroshenko, Irina Gerashchenko, Evgeniya Kravchuk, and others.
The law proposes to digitize the conscript registry (this change is outlined in the first article of the law) and grant the Ministry of Defense access to information about all Ukrainian citizens aged 17 to 60 in various state registries. If the law is passed, the conscript registry will be able to obtain electronic information about conscripts from a range of government agencies, including the Tax Service, Ministry of Health, Ministry of Justice, Ministry of Internal Affairs, Central Election Commission, State Migration Service, and others.
Furthermore, the law significantly expands the data that government agencies will provide to the registry. For example, the Ministry of Health may share contact numbers and email addresses of conscripts, as well as information about their health status. The Ministry of Internal Affairs will provide data on criminal records, firearm ownership permits, and information about driver’s licenses. The Tax Service will share employment information of conscripts, including their workplace and job position.
The law also establishes an electronic conscript profile, which will contain all this information. While the law does not explicitly state that conscription notices will be sent through this electronic profile (similar provisions are already in place in Russia), it does lay the technical groundwork for such a decision.
