September 23, 2023A ranking of military commissars who have allegedly enriched themselves illegally during wartime has surfaced online.
According to data from the investigation and the National Anti-Corruption Agency:
- Military Commissar of Odessa Oblast, Evgeniy Borisov — 188,000,000 UAH.
- Deputy Chairman of the Military Enlistment Office of Odessa Oblast, Denis Galushko — 14,000,000 UAH.
- Head of the District Territorial Recruitment Center in Kharkiv Oblast (name unidentified) — 11,000,000 UAH.
- Military Commissar of Poltava Oblast, Mikhail Kholodov — 9,200,000 UAH.
- Military Commissar of Dnipropetrovsk Oblast, Anatoliy Pykal — 8,500,000 UAH.
- Head of the Sambir Territorial Recruitment Center (name unidentified) — 4,400,000 UAH.
Evgeniy Borisov, Military Commissar of Odessa Oblast:
The family of Odessa’s military commissar, Evgeniy Borisov, allegedly acquired elite real estate and vehicles worth millions of dollars on the Spanish coast during the war.
They reportedly purchased a villa on the coast for $3 million, office spaces on Marbella’s main street, and several expensive cars. Spanish registry documents purportedly support these claims.
Borisov himself claims not to be aware of any property owned by his family in Spain. The military commissar was seen with a 2022 electric Mercedes-Benz A-Class, with a starting price of $100,000.
The registered vehicle is in Borisov’s mother’s name. Additionally, in 2023, Borisov acquired another new Toyota Land Cruiser 2023, registered in his mother-in-law’s name.
Mikhail Kholodov, Military Commissar of Poltava Oblast:
Mikhail Kholodov, the head of the Poltava Oblast Territorial Recruitment Center, transferred property to relatives. He held the position from May and was previously Deputy Head for Mobilization Work. Kholodov was dismissed on August 22, but an investigation into alleged illegal enrichment under Article 368-5 of the Ukrainian Criminal Code began a month before his dismissal.
Kholodov carried out extensive renovations at a house on Green Ravine Street 13a, which was registered in his deceased father’s name. This effectively created a new estate with an expensive fence and modern surroundings.
In January 2023, Kholodov’s wife became the owner of 0.09 hectares of land in the elite suburb of Rybtsi. Officially, the land was valued at 41,000 UAH, but its real value is around $40,000. A property worth approximately $140,000 was built there.
Kholodov also registered two apartments worth $110,000 in total for his mother and mother-in-law.
Anatoliy Pykalo, Military Commissar of Dnipropetrovsk Oblast:
In his 2020 declaration, Anatoliy Pykalo stated that neither he nor his close relatives had any monetary assets. However, monitoring revealed that his father acquired movable and immovable property worth 7,889,650 UAH over the last four years. This includes two apartments in Dnipro, as well as several vehicles, including VOLKSWAGEN PASSAT, FORD RANGER, AUDI A6, and VOLKSWAGEN ID.6.
Pykal’s father became the sole founder and ultimate beneficiary owner of a company with a registered capital of 1,100,000 UAH, formed from his own funds. In July 2023, this company acquired a share of a shopping complex worth 1,150,000 UAH.
Pykal’s wife received a gift of $65,000 from her father in the previous year, despite her father’s legal income being significantly lower throughout his life.
Sambyr Territorial Recruitment Center Head (name unidentified):
This week, the National Anti-Corruption Agency identified unsubstantiated assets worth 4.4 million UAH belonging to the head of the Sambyr Territorial Recruitment Center. The agency claims that he had no means to acquire property legally.
Previously, this territorial recruitment center in Lviv Oblast was involved in a scandal where military commissars allegedly subjected men to hunger strikes and physical abuse to force them to undergo medical examinations voluntarily.
