06.01.2026 - 16:32Ukrainian President Volodymyr Zelensky intends to dismiss Rustem Umerov as secretary of Ukraine’s National Security and Defense Council (NSDC) and appoint him as his adviser or aide on national security issues.
This was stated by MP Oleksiy Honcharenko.
According to Honcharenko, the post of NSDC secretary was offered to Vasyl Maliuk, who was dismissed from the Security Service of Ukraine (SBU) the day before, but he refused.
On January 6, Zelensky carried out personnel reshuffles in the SBU. Oleksandr Poklad was appointed first deputy head of the SBU, and Denys Kylymnyk became the new head of the Anti-Terrorism Center.
Poklad was removed from the post of deputy head of the SBU and immediately appointed first deputy. Kylymnyk was appointed deputy head of the SBU by one decree and, by another, head of the SBU’s Anti-Terrorism Center.
Previously, the center was headed by Serhii Andrushchenko; the decree dismissing him was also posted on the website of the president of Ukraine.
In January, Zelensky appointed former head of the Main Intelligence Directorate (HUR) Kyrylo Budanov as head of his office. This was followed by a whole chain of personnel changes. Among other moves, Zelensky proposed that Digital Transformation Minister Mykhailo Fedorov replace Denys Shmyhal as defense minister and announced plans to replace the heads of several agencies.
