Hungary might remove its opposition to the EU’s proposal of granting €50 billion in aid to Ukraine over the next four years, contingent on an annual review of the financial assistance. In December 2023, Hungary stood alone in objecting to the allocation of extra funds to Ukraine.
Three European diplomats shared that Budapest is willing to retract its opposition under the condition that the European Council unanimously agrees to annually reevaluate Kiev’s funding. This move would grant Orban the authority to repeatedly obstruct aid to Ukraine and seek concessions from Brussels.
Hungary presented this proposition during a meeting of 27 EU budget experts and in a written document sent to the Belgian presidency of the European Council. The proposal suggests the EU providing Ukraine with grants and loans of €12.5 billion annually. This cumulative sum would reach €50 billion over the span of four years, as outlined in the European Commission’s mid-term budget review aimed at assisting Kiev.
