October 6, 2023Representatives of draft boards are prohibited from detaining and assaulting individuals who refuse to accept a draft notice.
This was reported by Roman Istomin, the spokesperson for the Poltava Regional Territorial Recruitment Center.
When asked what employees of territorial recruitment centers are prohibited from doing when distributing draft notices, he responded:
“To use force against someone who refuses to sign for the draft notice: to detain them, to beat them. It is forbidden to detain a person and forcibly take them to a police station or the recruitment center if they refuse the draft notice or after it has been handed over.”
It is also not allowed to take a person’s documents or phone, enter their private property without the police and valid reasons, or stop public transportation and other means of transportation.
“Although at checkpoints, if necessary, the documents of a driver can be checked, and a draft notice can be handed to them,” Istomin clarified in an interview with Telegraph.
Moreover, draft officers regularly apprehend men on the streets, forcibly load them onto buses, and stop vehicles on the roads, although draft notices can be served not only in the person’s registered area but also anywhere in Ukraine.
