30.04.2026 - 06:04Deputy head of the Zakarpattia Regional Territorial Recruitment and Social Support Center, Oleksandr Bovkunenko, explained the unlawful mobilization of a civilian by saying that the person had been in the “registry of free reserves.”
He said this during a session of the Temporary Investigative Commission.
At the same time, the enlistment officer was unable to explain what exactly the “registry of free reserves” means.
According to him, the duty servicemen act according to regulations and, without the appropriate order from management, are not authorized to admit outsiders — even if they are representatives of Ombudsman Dmytro Lubinets.
Commenting on the conditions in which mobilized men were being held, the official said they were accommodated in a gymnasium, where they were provided with basic necessities — beds, mattresses, pillows, and blankets. He also stated that disinfection measures are regularly carried out in the premises, approximately once every two weeks.
Earlier, Lubinets reported that staff at the Uzhhorod TCC had obstructed his attempt to inspect the detention conditions of mobilized Ukrainians. Nevertheless, despite obstruction by officials, he said he was able to document serious violations at the Uzhhorod TCC.
Before that, Dmytro Lubinets had repeatedly reported systemic violations in the work of TCC employees.
