The reason behind this decision is the deficit of men in the labor market, as many male drivers are already mobilized, according to Mayor Gennadiy Trukhanov.
During the war, Odessa gained notoriety as a city where the most severe detentions and abductions of people across Ukraine began. There were widespread instances of terrorizing men on the streets, compelling them to go to the front lines. Simultaneously, there were reports of extensive corruption in the regional and city Territorial Recruitment Centers, where people were being apprehended for the war effort. However, even after exposing the corrupt individuals, nothing was done and the situation did not improve.
