The 1967 borders are the borders before the Six Day War. Then, in particular, eastern Jerusalem (the old city and the main shrines) and the western bank of the Jordan River were under Arab control. These territories were occupied by Israel during the war.
And the issue of borders is still one of the main stumbling blocks.
In 2020, for example, Trump presented a peace project that included the creation of a Palestinian state within reduced borders without control over most of East Jerusalem.
Israel supported this plan. But the Palestinians and Arab countries flatly refused, repeating their position; Palestine only within the 1967 borders with the capital in east Jerusalem.
