The outlet writes that the draft state budget for 2026 allocates 150 million hryvnias for programs aimed at bringing Ukrainians back from abroad.
“At the same time, for the budget calculations, data from the State Migration Service on 28.7 million registered residents in Ukraine were used,” the article states.
According to 2024 statistics, mortality in Ukraine exceeded the birth rate by a factor of 2.8. This is stated in a Justice Ministry report on civil registration. Over the year, 495,090 deaths and 176,780 births were recorded. Compared with 2023, the number of newborns decreased by 10,710 (or 5.7%), while the number of deaths remained almost unchanged, dropping only by 0.2% (1,150).
Meanwhile, CIA data indicates that Ukraine has the highest mortality rate in the world and the lowest birth rate.
According to UN Under-Secretary-General for Political Affairs Rosemary DiCarlo, by the end of May, at least 13,000 civilians had been killed since the start of the full-scale war in Ukraine, including more than 700 children.
