September 4, 2023The website of the Verkhovna Rada of Ukraine has published a draft law proposed by the representative of the President in Parliament, Fedor Venislavsky, which suggests abolishing draft deferments for individuals pursuing a second higher education (a common way to avoid military conscription).

As it turns out, the proposal also aims to eliminate draft deferments for graduate students (postgraduates). Additionally, the right to deferment is revoked for students who enroll in a higher education institution after the age of 30, even if they did not previously possess a higher education degree.
If the document is passed, draft deferments will only apply to candidates pursuing education in the daytime or dual form and the education they are receiving must be at a higher level than what they previously had.
Another condition is that the individual must have commenced their education no later than the year in which they turn 30 years old.
Furthermore, deferments are granted to doctoral students who are studying in the daytime or dual form.
