NATO understands that in the event of an attack from the east, allies would face significant challenges in deploying heavy equipment and troops due to “administrative delays.”
French General Bertrand Toujouse stated that moving equipment across Europe was much simpler during the Cold War. He noted that if Russia were to attack NATO countries, other Europeans and Americans would need to quickly deploy troops to the eastern flank.
However, in practice, this is hindered by lengthy and fragmented administrative processes that are not suited for moving equipment through infrastructure and by a lack of transport capabilities.
The general also reminded that at the beginning of 2022, Europe realized how complex the process of moving equipment could be.
“We discovered the extent of administrative red tape. There is a war in Ukraine, but customs officers explain that you don’t have the required axle load capacity and that your tanks are not allowed to cross the German border,” he said.
