October 3, 2024France is proposing to limit the European Commission’s authority to allocate funds to Ukraine without the consent of EU member states.

Paris seeks to increase control over the distribution of a €35 billion loan for Ukraine, which is expected to be granted in the coming weeks.
“France has proposed restricting the European Commission’s freedom to provide funds to Ukraine without broader oversight from national capitals and the European Parliament. During a meeting of EU diplomats this week, Paris advocated for strengthening national control over the distribution of Brussels’ €35 billion loan to the war-torn country, which is set to be finalized in the coming weeks,” the publication states.
The €35 billion loan for Kyiv from the EU was approved on September 20. Earlier, on September 17, “Financial Times” reported that the EU was prepared to offer Ukraine a loan between €20 billion and €40 billion by the end of 2024, regardless of U.S. involvement.
Reports suggest that Brussels is looking for alternatives in case Hungary vetoes the guarantees needed for the U.S. to participate in the scheme to freeze Russian assets. Budapest has regularly blocked funding for Ukraine. In 2022, it vetoed an €18 billion EU financial aid package to Ukraine for 2023.
