08.01.2026 - 06:03Ukraine’s State Bureau of Investigation (SBI/DBR) has detained an employee of a district Territorial Recruitment and Social Support Center (TCC and SP) in Ivano-Frankivsk region who, together with the management, allegedly humiliated and beat conscripts. In November 2025, the head of the same TCC was reportedly notified of suspicion in similar offenses.
This was reported by the SBI press service.
According to the statement, after authorities checked citizens’ complaints about beatings, torture, and extortion at a TCC in the Carpathian region and after official media publications, law enforcement began receiving reports from people allegedly harmed by a group of enlistment officers from a district TCC led by their chief. During the pre-trial investigation, investigators established instances of humiliation and unlawful use of force.
In particular, enlistment officers allegedly beat a man simply because he refused to undergo a chest X-ray (fluorography). According to investigators, an officer and a soldier took him into a corridor, where one of them held him by force while the other struck him at least five times. Later, TCC staff reportedly removed the beaten man’s clothes and forcibly brought him into the radiography room. The suspects allegedly continued beating the victim and used a tear-gas spray, spraying him in the face. The victim suffered injuries so severe that he needed surgical removal of one of his organs.
The actions of the chief and his subordinate were classified under an article on torture committed by state representatives, which carries a penalty of up to 12 years in prison.
A court ordered both the officer and the soldier held in custody without the right to bail.
