October 24, 2023The Security Service of Ukraine has dismantled another scheme of dodging military service. In Kharkiv, special services arrested the chief of the military enlistment office and the head of the military-medical commission for aiding evasion from conscription.

These criminals offered potential draftees the opportunity to avoid conscription and travel to the European Union using forged documents for a fee. The cost of these services ranged from $1,000 to $8,000, depending on the urgency of producing the counterfeit documents.
According to the investigation, the head of the Kharkiv military-medical commission would falsify severe medical conditions in the medical records of conscripts in exchange for money. Simultaneously, her accomplice, the military commissar, would endorse the findings in medical records, declaring the conscripts unfit for military service due to their health status. The dodgers intended to use these forged documents to illegally leave the country.
The military commissioner involved in this scheme has already been notified of suspicion under two articles of the Ukrainian Criminal Code: Part 3 of Article 332 (assistance in the illegal transportation of persons across Ukraine’s state border committed for selfish reasons) and Part 1 of Article 366 (official forgery).
