“Ali Baba and the Forty Thieves”: NABU has yet to identify dozens of nicknames used by suspects in the Mindich case
18.11.2025 - 17:02Prosecutors have uncovered a corruption scheme during the construction of a combined school–kindergarten in the village of Bobrytsia in Kyiv region. According to the investigation, officials of the Kyiv Regional State Administration, together with contractors, misappropriated more than 4.5 million hryvnias (92,000 euros) from the budget.
The scheme worked as follows: representatives of the Department of Regional Development, together with the heads of contracting companies, entered false data into certificates of completed work. The documents listed work that had not actually been carried out. This made it possible to illegally transfer funds to the contractors, withdraw the money in cash, and share it among the participants in the scheme.

Under the procedural guidance of the Office of the Prosecutor General, six individuals have been notified of suspicion. Among them are two officials of the Kyiv Regional State Administration, two directors, and two employees of contracting organizations.
All are suspected of misappropriating budget funds on a particularly large scale (Part 5 of Article 191 of the Criminal Code of Ukraine).
Prosecutors are preparing a motion to the court to select preventive measures for the suspects.
