August 17, 2024The Ivano-Frankivsk Specialized Defense Prosecutor’s Office of the Western Region has submitted materials to the court regarding the administrative prosecution of two officers from the territorial recruitment center, holding the ranks of major and captain, for detaining a man using violence. The Verkhovyna District Court fined them 17,000 hryvnias (375 euros) for exceeding their authority.

According to the case materials, on July 10, the commander of the security company and the head of the mobilization department of the territorial recruitment center received a notification from the State Border Guard Service that border guards in the village of Iltsi had discovered a man attempting to illegally cross the border. The military commissars arrived at a bus stop in the village and told the suspect that he needed to accompany them to their vehicle to verify his military registration data. However, they did not issue him a summons.
The citizen refused to get into the car and attempted to leave. The captain and major then forced him to the ground and subsequently forcibly led him to the vehicle.
During the court proceedings, the prosecutor from the specialized prosecutor’s office presented as evidence a disc containing a video recording that showed the military commissars forcing the man to the ground near a vehicle marked “Primary Medical Aid” and then shoving him into the vehicle.
The court ruled to find both officers guilty of committing an administrative offense as provided by part 2 of Article 172-14 of the Code of Administrative Offenses of Ukraine and fined them 17,000 hryvnias (375 euros).
