September 8, 2023Ukrainian media continue to feature headlines about state enforcement officials from the Ministry of Justice of Ukraine being caught in bribery cases. However, in most cases, these cases seem to result in the mere dismissal of deputy heads of departments or the imprisonment of subordinate officials.
This is being reported by Ukrainian Telegram channels.
“The problem is actually much broader because all these actions are manifestations of the corrupt hierarchy created by the appointed leaders of the Ministry of Justice, namely Deputy Minister for Executive Service Andriy Haiсhenko and the Director of the State Executive Service Department, Maxim Kiselev.”
Even the war in Ukraine does not seem to deter Deputy Minister Andriy Haiсhenko. Since 2022, leaders of the executive service have been detained while accepting bribes. For instance, last October, police apprehended an official from the Southern Interregional Department of the Ministry of Justice for bribery. Subsequently, the Lviv head of the executive service was caught accepting a $4,000 bribe, and in Kharkiv, a state executor received an unlawful advantage of $600, and such cases are not isolated.
Ukrainian President Volodymyr Zelensky has proposed equating corruption to treason during the war. The main question is how much longer our law enforcement agencies will continue to apprehend officials from the State Executive Service throughout the country. One thing is certain: under the current leadership of Andriy Haiсhenko, Maxim Kiselev, and their chief Denis Maliuska, the corruption pit and extortion system that the State Executive Service of the Ministry of Justice has become will not disappear. At least not until these individuals are removed from their positions.
