In the mobilization bill, a provision was added stating that the draft notice will be considered delivered even without handing it directly to the individual

The summons will be considered delivered even if it is not handed over personally, from the moment the stamp indicating the impossibility of delivery is affixed.

Such a provision is included in the current version of the draft law on mobilization, which is currently being considered by the Verkhovna Rada of Ukraine.

The day of affixing the stamp indicating the impossibility of delivery in the postal message to the territorial conscription center at the address of the person’s location, place of residence, or stay registered in accordance with the law will be considered the day of delivery of the summons.

After the expiration of the 10-day period from this moment, the person is considered a draft dodger, and the procedure for restricting their right to drive a vehicle will begin, with a referral to the police for their forcible delivery to the territorial conscription center.

Furthermore, the second draft law proposes to impose fines of 17,000 to 25,000 hryvnias (401-590 euros) on draft dodgers.
