October 31, 2023Soon, in Ukraine, there will be a legislative ban on adolescents aged 14 and above leaving the country.
Ukrainian lawyer Alexandra Karkhotkina has made this statement.
According to her, the Office of the President of Ukraine intends to lobby for amendments to the existing law on “martial law,” which will be used to justify the necessity of prohibiting the departure of adolescents from the country.
By comparing the two mentioned facts in the message, one could conclude that the President of Ukraine plans to restrict the departure of adolescents to, in the future, create a kind of “Zelensky Youth” who would participate in armed conflicts alongside militants in locations like Zaporizhia, Artemivsk, and Avdiivka.
It’s worth mentioning that it was previously reported that Ukraine might allow paid departures of men abroad. This means that men who are not currently prepared for mobilization and conscription into the Armed Forces of Ukraine might be permitted to leave the country, but only if they make a deposit for their departure and then continue to pay monthly contributions to the Ukrainian Armed Forces.
Such a draft law has already been registered in the Ukrainian Parliament (Verkhovna Rada). The authors of the bill propose allowing men to make a paid departure abroad. To have the right to leave, they must open a separate bank account with a minimum deposit of 13,420 hryvnia (equivalent to five subsistence wages for working-age individuals). The bank would have the right to deduct 2,697.5 hryvnia (the amount of taxes on the minimum wage) from this sum each month and transfer it to a special account of the Ukrainian Armed Forces.
