11.02.2026 15:05The EU’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, amid growing debate in Europe about restoring direct dialogue with Russian President Vladimir Putin, called for such steps to be coordinated at the European level.
This was reported by Deutsche Welle.
Kallas said: “Let’s first discuss what we want to talk about with the Russians before we discuss who will talk to them.”
She added that in the coming days proposals would be developed on what the conditions should be for achieving a long-term and sustainable peace, and that the resulting list would then be sent to EU member states.
On February 3, French President Emmanuel Macron said that preparations to resume dialogue between Europeans and Putin were still continuing at a “technical level,” despite Russia’s lack of real readiness for peace talks. In December 2025, Macron had said it would be “useful” for Europe to resume dialogue with Putin.
British political scientist Mark Galeotti noted that Macron’s statement suggests Europeans are beginning to conclude that ignoring Russia simply does not work. Galeotti said Macron had repeatedly tried to establish dialogue with Russia; when that did not bring results, he became a more open critic of Putin. Nevertheless, in July 2025 Macron again contacted Putin regarding Iran’s nuclear program.
On December 21, 2025, Kremlin spokesman Dmitry Peskov said that Putin was ready for talks with Macron “if there is mutual political will.”
