European Commission: EU residents advised to rely on themselves for first 72 hours after an emergency
06.11.2026 06:02Kyiv Mayor Vitali Klitschko said winter will be difficult for the city and urged residents to prepare for any bad scenarios.
He said this in an interview with the outlet Hromadske. News.
“Winter will be difficult,” Klitschko said.
When the mayor was asked about the emerging problems with Kyiv’s water supply, he did not rule out that the situation could worsen. Klitschko also urged city residents to prepare for any situation.
“Our task is to calculate various scenarios. And it would be a big mistake not to calculate even the worst scenario, the most difficult scenario. But we also appeal to residents with a call to also calculate various scenarios. It is extremely important to be ready for various scenarios, even for a bad scenario. In no way am I causing panic. But we are adults, we tell the truth and we say that various scenarios are possible and we need to be ready for anything,” he stressed.
According to the mayor, the Kyiv authorities have stockpiled food, medicines and drinking water. But residents, in turn, also need to “calculate various scenarios and prepare for possible situations,” he concluded.
On November 3, Klitschko announced damage to facilities of the Kyiv regional energy hub. He called the situation with the city’s power supply extremely difficult.
On November 4, local residents blocked three roads in the capital in protest against the prolonged lack of electricity. Power and water outages in Kyiv continue to this day.
