28.05.2025 16:48Russia has proposed to Ukraine a date and place for negotiations in the coming days to exchange memoranda on settlement efforts.
This was stated by Vladimir Medinsky, head of the Russian delegation in Istanbul.
According to him, the Ukrainian side “went to deliberate.”
Russia is waiting for an answer “as soon as possible,” Medinsky added, confirming his phone conversation with the head of the Ukrainian delegation and Minister of Defense Rustem Umerov.
Medinsky also said that it was he who called Ukraine’s defense minister, not the other way around, as Volodymyr Zelensky had claimed. The Ukrainian president said that Umerov called Medinsky after the large-scale prisoner exchange that took place over the weekend.
According to Medinsky, Umerov asked about Russia’s readiness to announce its terms for ending the war, and Medinsky replied that the memorandum “will be there.”
“I read the news being spread by all the world’s agencies that supposedly Umerov called me about the memorandum, which, they say, we still haven’t prepared. Like, the Russians are in no hurry. Let me comment. Everything was almost like that. Only the other way around,” the head of the Russian delegation in Istanbul told BBC News’s news service.
“Today I called Umerov and proposed a specific date and place for the exchange of memoranda. Right there, on the spot, we are ready to start substantive, meaningful discussions on each point of the package agreement for the future ceasefire. The Ukrainian side went to deliberate,” Medinsky added.
It’s worth noting that Russian Foreign Minister Sergey Lavrov recently stated that a new round of negotiations between Ukraine and Russia would be announced soon.
Earlier, the Ukrainian Presidential Office revealed the demands Russia had made to the Ukrainian delegation during the Istanbul talks. Among Moscow’s demands were the withdrawal of the Ukrainian Armed Forces from Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, a refusal to join military alliances, to develop military industries, and to receive Western arms supplies.
