September 28, 2023Members of the ruling party “Sluga naroda” in Ukraine have discussed the possibility of transitioning to a presidential form of government.
“We are currently testing a model of transition from a parliamentary-presidential state to a presidential one, with a strong president,” said Alexander Kornienko, the First Vice-Speaker of the Parliament, at the “Conductors of Change” forum.
This information was reported by Member of Parliament Victoria Ptashnik, who was present at the event.
Supporters and opponents of this idea were asked to raise their hands, and the majority of those present voted in favor of strengthening the role of the parliament. Only about 5-6 hands were raised in support of strengthening the role of the president, according to Ptashnik.
She also pointed out that making changes to the constitution is prohibited during a state of martial law.
“I’m now sitting and wondering what was really meant by ‘testing a model of transitioning to a presidential state.’ It seems that they have been testing it in practice for a long time,” commented the Member of Parliament.
Meanwhile, Kornienko clarified in his comments that his words had been misunderstood.
“I was talking about the fact that this is happening now during a state of martial law because the president is the Supreme Commander-in-Chief, and his role is enhanced during wartime,” he wrote.
