06.08.2025 - 05:03In Ukraine, Territorial Recruitment Center (TCC) staff do not have the right to use force.
This was stated by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, as reported by Sudebno-yurydychna hazeta.
“I emphasize: even during martial law, TCC and Joint Center employees must act strictly within the framework of the law. They have no right to restrict citizens’ freedom without legal grounds or to use force. Forced delivery or detention is possible only by decision of authorized bodies. Citizens, for their part, must also comply with existing laws,” the ombudsman said.
Lubinets previously noted that more than 3,500 complaints have been filed in Ukraine regarding violations by TCC and Joint Center staff during mobilization. This year alone, citizens have submitted over 2,000 complaints, yet only about 50 cases have led to punishment.
