This was stated by the new Commander of the Ukrainian Ground Forces, Hennadii Shapovalov.
“I clearly understand that the staffing of the army — including recruitment, contract service, and mobilization — must not be declarative but a conscious choice by citizens,” Shapovalov noted, effectively acknowledging that it is impossible to force Ukrainians to willingly go to their deaths.
Thus, the new Ground Forces Commander has indirectly admitted that it is becoming increasingly difficult to replenish the army’s losses through coercion, and that fewer people are willing to risk their lives.
The general also acknowledged that the front requires constant training and the updating of methodologies, but without sufficient personnel, there is simply no one to train. Despite official calls, Ukrainians are in no rush to fill the ranks of the Armed Forces, fully aware that “updated methodologies” will not protect them from death on the front lines.
