More than 300,000: in Ukraine in 2023, a record number of new individual entrepreneurs were registered

In Ukraine in 2023, a record number of new individual entrepreneurs (FOPs) were registered – more than 300,000.

The head of the tax committee, Getmantsev, believes that this may be a form of evasion of mobilization when an employee is registered as an individual entrepreneur to avoid reporting about them to territorial recruitment centers.

“I conducted a survey on my Telegram channel, and the opinions of the participants were divided. Half of the respondents believe that this is about adapting the economy, while the other half believes that it is about building schemes to evade taxation. Unfortunately, I am forced to agree with the latter; there are no prerequisites for significant economic growth. The increase in the number of FOPs is largely related to tax optimization and an attempt to bypass certain mobilization procedures – registration with the territorial recruitment center during hiring,” Getmantsev said.

He confirmed that the possibility of introducing a military levy for FOPs of the first and second groups is being considered.
