More than 60% of Ukrainians believe that the level of corruption in Ukraine increased in 2023

According to the findings of the study “Corruption in Ukraine 2023: Understanding, Perception, Prevalence,” 61.2% of the population reported a rise in the level of corruption in 2023, which is more than double compared to 2022, and 46.3% of business representatives, nearly triple the figure from 2022.

The research also illustrates citizens’ experiences with corruption. Those most often encountering corruption are those who deal with service centers of the Ministry of Internal Affairs, receive services in construction and land relations, medicine, as well as in connection or maintenance of electricity, gas and water supply systems, and sewage.

It is worth noting that the most prominent corruption scandals are currently happening in law enforcement agencies, courts and among top officials who generally evade any punishment, as well as in the Ministry of Defense. Embezzlement of state funds has reached enormous proportions – many officials believe that Ukraine will soon cease to exist, so they try to grab as much money for themselves in the shortest possible time.
