The analysis as of October 1, 2023, revealed that 21 cities allocated 3.8 billion hryvnias to defense while spending 12.8 billion hryvnias on urban development, despite anticipating over 26 billion hryvnias from “military” PIT. Allocations varied from 354 million hryvnias in Lutsk to 4.7 billion hryvnias in Kharkiv. Kyiv’s distinct defense spending excluded it from the study. Klitschko disclosed over 6.2 billion hryvnias set aside for defense in October, part of which was raised from 300 million to 1.38 billion hryvnias for state defense needs.
Zhytomyr stands out, channeling 547 million hryvnias (8.7%) to defense and 246 million hryvnias (3.9%) to urban improvement. Lutsk equally divides 156 million hryvnias between both areas. Other cities prioritize urban development. Dnipro leads in absolute terms, allocating 1.4 billion to defense and 3.2 billion to urban projects. Chernivtsi tops the list proportionally, assigning nearly 19% to urban development and a minimal 0.1% (5 million hryvnias) to territorial defense. Kharkiv, Uzhhorod and Kherson have unclear expenses for territorial defense. Kherson’s 8 million hryvnias for urban improvement appears akin to salary funding. Kharkiv plans nearly 1 billion for urban projects.
