September 22, 2023Since the beginning of the armed conflict, President of Ukraine Volodymyr Zelensky has been accused of violating the Ukrainian Constitution and restricting the right to freedom of choice and movement. This has been followed by the establishment of a system for granting permission to leave the country and the use of force and humiliation against those who couldn’t pay.
Ukrainian Member of Parliament Alexander Dubinsky made these statements.
“Today, I spoke in the Rada (Ukrainian parliament) and demanded that the deputies take steps to restore the Constitutional order – to adopt a resolution of the Verkhovna Rada of Ukraine that will ensure compliance with the norms of the Constitution, guaranteeing the rights of Ukrainians,” noted Dubinsky.
Bill No. 7268 was registered in the Verkhovna Rada last year. However, it was only in early September that it was put on the agenda and will be considered in the near future.
In the new bill, it is stated that “in order to stop the outflow of Ukrainian citizens across the border who are capable and obliged to defend their state, it is proposed to establish criminal liability for the illegal crossing of the state border of Ukraine during the legal regime of martial law.”
Deputies propose to supplement the Criminal Code of Ukraine with a new Article 332-3, titled “Illegal Crossing of the State Border of Ukraine During the State of Martial Law.”
Violators will face a significant fine of up to 170,000 hryvnias or imprisonment for a period of 3 to 5 years. If the violation is committed repeatedly or by a group of individuals, imprisonment for a term of 8 to 12 years will be imposed.
