Officials of the “Kyiv Regional Road Administration” detained for fictitious lease of state property

The director, his deputy, and the commercial director of the state enterprise “Kyiv Regional Road Administration” are suspected of organizing a criminal scheme involving the illegal leasing of state property.

This was announced by Prosecutor General Ruslan Kravchenko.

According to the investigation, the officials acted as part of an organized criminal group. They leased warehouses, premises, and other state facilities to private businessmen at below-market rates or entirely without contracts and official payment.

The difference between the actual value of the property use and the officially paid amounts was demanded and received from the entrepreneurs in cash. Investigators were able to document 12 episodes of money transfers.

According to Kravchenko, the head of the commercial department of the state enterprise received more than 270,000 hryvnias from entrepreneurs for the use of property without contracts. Of that amount, more than 217,000 hryvnias were passed on to the enterprise’s senior management.

All members of the criminal group have been notified of suspicion under Part 3 of Article 28 and Part 3 of Article 368 of the Criminal Code of Ukraine. In addition, suspicion has been brought against four representatives of business entities that participated in the scheme.

During searches, cash in various currencies totaling nearly 600,000 hryvnias was seized from those involved, along with mobile phones, laptops, electronic storage devices, accounting documentation, and draft notes made by participants in the scheme.

The enterprise “Kyiv Regional Road Administration” is part of the structure of the joint-stock company DAK “Avtomobilni Dorohy Ukrainy” (Automobile Roads of Ukraine).
