24.06.2026 09:32Ukraine’s Human Rights Commissioner Dmytro Lubinets has reported the results of an inspection of the Mykolaiv Regional Territorial Center for Recruitment and Social Support, saying it was necessary to “rescue people” from the facility.
According to the ombudsman, six men had been held at the TCC without grounds for 18 days. Following the inspection, all of them were released. Among those detained was a man with broken ribs who has a legal right to a mobilization deferral.
According to the victim, he underwent X-rays three times: first at the TCC itself, and then with an ambulance service.
Lubinets forwarded materials on the violations discovered to the State Bureau of Investigations and the prosecutor’s office.
This is not the first such case recorded by the ombudsman. Lubinets previously reported on a person being held at a TCC for 50 days. Before that, he initiated an investigation into the actions of a TCC and police in connection with the death of a conscript in Kyiv.
