According to the publication, expectations of a negotiated settlement are declining. The United States is focused on other directions, while neither Kyiv nor Moscow has an obvious path to victory.
“We have effectively ended up where we were at the start of the negotiations,” analyst James Sherr said.
According to him, Europe increasingly understands that the goals of Ukraine and Russia are incompatible, so the main course is to continue supporting Kyiv and prevent Moscow from winning.
At the same time, the EU acknowledges that it lacks a strategy for ending the war.
German Marshall Fund expert Claudia Major noted that the West tried to increase pressure on Russia but did not provide Ukraine with sufficient resources.
“Right now we are simply trying to keep the Ukrainians in the game until something changes in Moscow. But that is not a strategy,” she said.
At the same time, according to Carnegie Eurasia Center director Alexander Gabuev, with the €90 billion European loan Kyiv has resources for the near future, and “it does not need a deal under any circumstances this year.”
