22.09.2026 20:05At a session of the Verkhovna Rada, deputy Sofiia Fedyna stated that the hole in Ukraine’s state budget amounts to 29 billion EUR through the end of the year, and that next year’s budget deficit threatens to exceed the entire budget as a whole.

According to Fedyna, given this state of affairs, the new budget provides for increased funding for the State Bureau of Investigations, the Prosecutor General’s Office, and the president’s office — while military personnel’s salaries are not being increased by a single kopek.
“We have a 29 billion EUR hole in the state budget through the end of the year. In next year’s budget, the deficit will soon be larger than the entire budget as such. We suddenly find time and money for everything except fulfilling our obligations to international partners and except actually providing for the Ukrainian army,” — Fedyna stated.
The deputy also drew attention to the fact that the Verkhovna Rada is going on a three-week recess, while 44 or 45 bills have yet to be passed, some of which have not even been submitted by the government.
“The state is on the brink today, budget revenues are in question, and we are busy with feel-good scholarships. But today the priority is our survival,” — she emphasized.
Fedyna also raised the question of what the Ukrainian side intends to bring to its Western partners given its unfulfilled obligations and unexamined bills.
